what they need to do is cycle parts of each refinery and not shut half of them down during maintenance season

they also need to build extra capacity so they can move operations around for maintenance and not have to shut down just to clean tanks - just shift from filling 1 to fill others then do again to shift out to empty the next to be cleaned tank when done cleaning the first and so on

same thing with other equipment

"Sunoco is getting out of the refining business. If a buyer is not found for the sprawling facility, it will be shut down on July 1, just like the company's other old refinery 12 miles to the south, Marcus Hook, which was idled in December. Several weeks later, ConocoPhillips closed its adjacent refinery on the Delaware River. Together, the three refineries employed 1,200 workers represented by the United Steelworkers of America and nearly as many salaried and contract workers. They manufactured 50 percent of the petroleum fuels produced on the East Coast of the United States.

In other words, the East Coast market may well respond to the new home-grown squeeze the same way it has dealt with Middle East uncertainty and burgeoning Asian demand. The high price of gasoline, heating oil, and diesel fuel will rise still higher."

Now all pumps in my area is over $4.00 per gallon with most being at or near $4.10.

The real reason that gas costs $4 a gallon

Since the beginning of the Arab Spring, Saudi King Abdullah almost doubled his Kingdom's budget, committing billions in subsidies, pensions and pay raises in an effort to keep his subjects from storming the palaces.

This expensive response effectively raised the price of oil needed for the Saudis to balance their budget from under $70 a barrel before 2011 to at least $110 a barrel by 2015.

Like it or not, the bill for keeping the Persian Gulf monarchies in power is now being footed by every American. Every time we fuel our car we send an extra 35 cents per gallon, or roughly $6 per fill up, to the Save the King Foundation. Since oil goes into everything we buy from food to plastics, this adds about $1,500 annually to the expenditures of the average American family.

To change this vexing dynamic, consumers must be able to substitute for petroleum by purchasing competing fuels, like alcohol fuels, biodiesel, natural gas or electricity, if they are less costly on a per mile basis. But as long as our vehicles are able to run on nothing but oil, keeping oil monarchs on their throne will remain our national side job.
