Well, in a word, its "greed".
They already have:
1. A federal subsidy for blending. 2. An import tariff to keep foreign competition out. 3. A mandate to require ethanol in nearly every gallon of gasoline sold.
Its not enough. Since they still can't sell enough to be content, they need the government to force you to buy and consume their product.

They would sell way more ethanol with e20 how do i know? We sold e10 nd e20 at our station alittle over a year ago. It wasnt even close we sold e20 2 to 1. We had two people that had problems, one being a farmer, a corn farmer! Instead of handling it like a grown man he went straight to the state, they came down sampled it shut us down, no more e20. By the way the samples they took came back 17% ethanol, the dealer he took his car to said it was 60% ethanol. When i called the dealership about 3 months later gave them the same situation they told me they had no way to check to see how much ethanol is in the gas...hmmm? It is because of this deal i will never buy or support ethanol again.

It's just more standard moves from the ethanol playbook. Need consumers? Make the gov't. force more people to buy your inferior product.

A lot of vehicles could probably handle 20% ethanol but it has not been proven that all vehicles on the road can handle 20% without damage. Mandating 20% ethanol would make the government liable for any damages it causes.
The U.S. currently can not produce enough ethanol to supply 20% ethanol.
I would prefer that the federal government not mandate ethanol levels at all.

At least some people can read their owner's manuals and can comprehend the words "up to 10% ethanol". I'm a typical consumer, and don't own any power equipment or vehicle that warrants the use of more than 10% ethanol. So, What are they thinking?
